Passed October 12, 1998. Provided some new and clarified rules with regard to copyright.

  • Compied with international standards (WIPO--World Intellectural Property Organization)
  • Exceptions for ISP's--generally not liable for user's copyright infringing behavior
  • Prohibited anti-circumvention software
  • Codified caching issue (OK if automatic and normal)
  • Extend copyright 20 more years (libraries have rights to continue to use works in last 20 years of copyright) (Sonny Bono Act)
  • Expanded library rights to make archival digital copies of out-of-print works
  • Ship hull design
